What is this?

This piece has been in my collection longer than I’ve been alive. Meaning someone else gave it to me. It’s a Hot Wheels circa 1985. It’s weighted and feels like a pull back and go car but it doesn’t work if that’s the case. Anyone know what it is? Is it worth anything? I’m open to the idea of trading it since idk what it even is.
