"Hey there Toots, what's your name?"

Found this Tootsie Toy months ago at my local flea market, The Brooklyn Flea. I finally tried to dig up some intel on it via the interwebz but to no avail. It looks to me either like an airport utility vehicle, pulling baggage trollies or jets, or some kind of moon rover. Please, someone, let me know what this thing is?! Thanks in advance for any intel provided.
