I was thinking.... Assume California is super duper blue. And Montana is super duper red. No chance of it flipping. Residents of un-flippable states might find it useful to not participate in elections. Instead the flippable states participate in election - i.e. Florida, Pennsylvania etc.
It would be hilarious to find how many US citizens all of a sudden live in FL and PA :)
