Bare naked wires?

Anyone ever seen random bear wires integrated into their cars’ wiring looms? Noticed this today while looking over my car, preparing to drive it 1,000 miles to Colorado. It is coming off of the wiring loom for my Idle Air Control Valve on my 1997 LS400.

Its a bare metal wire it seems, with no sheathing and a lot of corrosion. I pulled back some of the covering, it looks completely factory and like it goes all the way into the main engine loom. The tape around the loom also had foil of some sort, probably for interference protection. WHY would there be a bare metal wire? There is also a black wire that goes nowhere but it is fully sheathed and taped against the loom, properly terminated. IACV isnt missing any wires.
