Off Topic: iOS 12 Help?

So I recently updated my iPad to iOS 12.2 from.. a much older version, and it’s been doing this thing that’s driving me nuts.

I like to open links in new tabs. That was always pretty simple - hold down on the link, then when the little menu appears, select “open in new tab.” Easy enough.

But now, when I hold down the link, a box appears around it and the entire thing kind of pops out of the screen before the little menu appears. And if I move my finger, I can drag this link-bubble all around the screen, but otherwise am not sure what I’m supposed to do with it.

What is this, and can I turn it off?
