Hey, where's my change?

Normally I’m of the opinion that the federal is way better at managing public land versus Utah (neglect is better than activly looking to rape the land) but in this case I raise my eyebrow incredulously. Wheres our change fed?

Tldr: it cost Utah about 70 grand to keep 3 of its 5 national parks going for 35 days. In 2013 when the government shutdown the state sent 1.67 million to the fed to keep all 5 open plus 3 other sites for 10 days. They only used 6 of those days and then they government sent back only $660,000.
