Pyrrhic victory, electric boogaloo

So remember how I got that new power steering pump, only to discover some fuses? That was a bit annoying knowing the pump might still be good, but oh well, it can go live in a shed until I need it. I put everything back together, dialed in the belt tension, and then... the Subaru struck again.

Whether out of the universe’s spite or just sheer bad luck, this power steering install didn’t go smoothly. The pump is mostly fine on-center, but start loading it up and it begins to faintly whine. Go to lock and the engine starts to bog down and the pulley doesn’t want to move. Tweaking belt tension doesn’t help anymore.

I’m planning on replacing all the fluid tonight -- what do you make of this?
