Question for my Antipodean friends

I need help explaining how a GVM upgrade is different than just bigger springs, and why the ADR presumes that it can issue legal certifications to change the manufacturer GVM just because it has stronger springs.

It seems like all they do is submit some paperwork to a governing body that says their springs can support this much mass up to and limited by the GAWR. Which, yeah, sorts out the weight carrying ability of the suspension to the limit of the axles but I feel like it misses out on cooling limitations of the vehicle to say nothing of brakes or dynamic loads on mounting points or ancillary components.

That being said, I wish we would do this in the US to prevent every berk loading up a wrangler to “look right” and then going to town on our 80 mph highways. It sure would be nice to have some weight of law behind overloaders and a means to allow people to carry a little more if they know what they are doing.
