Basically, an ultralight foot-launched glider, with an electric self-launch option.
Although it only has enough energy for 11 minutes... but really, make the airframe a bit stronger, maybe add thin-film solar panels on the wing, add more battery (annoyingly, the FAA counts them as part of the 254 lbs of a Part 103 ultralight, not as part of the fuel allowance...), remove the foot-launch capability, and add a third wheel in the landing gear, and you could have something even more interesting.
