It’s called Scenic Highway. There used to be one house at the very end of it, but after the owner died the city bought the property and gated the road off. The road was originally going to go further years ago, along with several other roads, but the city decided to keep a large portion of Capitol Hill as parkland. The name comes from the original 1930s plan for a scenic road along the north coast of Burnaby, which never happened. There is however now a trail system that goes most of the way where the scenic highway would have gone.

About an 8.5km walk. It was a nice one, good to wander through an area I haven’t before.
