So, when there’s too much congestion, you should leave your car -still causing more congestion- and ride a scooter to work? Then street park the car?
This looks like a bureaucrat’s nightmare down at the DOT. Imagine thousands of empty cars, blocking the streets, while owners take a scooter instead.... in the end the car gets to their office.... but at the same time; what’s the point of mass transit options if you’re just gonna abandon your car midway, get there on time, and it arrives on its own later?
There’s no penalty for using the car in this situation; which would increase use, and worsen congestion.
